After being caught stealing bags from local recycle bins and piling them into the landfill which he owned, Phil Land was cursed by a witch to assume the form of his piles of trash, Becoming: LANDPHILL

Landphill has since been up to nothing but big bad evil. Phill uses his omnipotent powers to fill his landfill with non-recyclable plastics, stolen from local street bins.
